Challenge: Preserving World Heritage sites is vital for societies and holds immense potential for aiding development objectives. Yet, the case of Liverpool illuminates a different facet of the interaction between nation-states and their cultural heritage, demonstrating that conservation should act as a development catalyst, not a barrier. The central question, "Why does development's appeal outweigh the preservation of Liverpool's World Heritage status?" is addressed by this research.

Approach: The methodology includes a historical exploration of national and scholarly documents released within the research's time frame, and content analysis is utilized for data interpretation.

Outcome: The study reveals that the tension between preservation and development primarily arises from the dominant national and local level theoretical discourse rooted in growth principles. This discourse has seeped into management and oversight approaches, shaping the nature of management documents and the planning system. Secondly, UNESCO's procedural and substantive shortcomings also impact this conflict.
